The Ministry of Health (MOH) plans to hire the services of a competent and experienced ICT
firm to design and develop an Electronic Continuous Immunization Learning (e-CIL) platform
to support Liberia’s health systems. This e-CIL system will be a resourceful e-learning
platform equipped with both online and offline capabilities and designed for healthcare
professionals, their supervisors, and relevant stakeholders to enhance their training on
immunization. Structured for self-paced learning experience, the e-CIL system will provide
real-time assessment and tracking of users training progress.
The e-CIL system will be developed with capabilities that allow learners to access and use its
training modules smoothly where internet connectivity is low. Users with Android-powered
devices will be able to download the training package, complete training offline (in the
absence of internet), and synchronize training progress with the online platform when
internet access is available.
The platform will also be designed for future scalability. It will be user-friendly, mobile
responsive and carefully designed to enhance secure data management and integrate
robust layers of security features to prevent third-party intrusion. An Android-powered App
will be developed to enable users to download it onto their mobile devices from Google Play
Store, and use it as that offline version to complete training and synchronize work progress
when internet connectivity is available.
